THE COUNCIL,

HAVING REGARD to Article 5(b) of the Convention on the Organisation for Economic Co-operation and Development of 14th December 1960;

HAVING REGARD to the Report on the Problems and Prospects in the Coking Industry in the OECD countries adopted by the Energy Committee and by the Industry Committee, the publication of which was approved by the Council at its 283rd Meeting, held on 15th February 1972 [Doc. No. C/M(72)5(Final), Item 37] ;

CONSIDERING that efforts to ensure long-term security of supplies for industries using coking coal imply industrial, energy, trade and financial policy options for which an improvement in the conditions of international trade in this field would be desirable;

On the proposal of the Energy Committee and the Industry Committee;

I.            RECOMMENDS that the Governments of Member countries should consider the possibility of granting authorisations of long duration for imports of coking coal, having regard to the coal situation in each Member country, and of facilitating exports.

II.           INSTRUCTS the Energy Committee and the Industry Committee, each within its field of competence, to report to the Council by the end of 1973 on the state of advancement of any action by Governments on this question and, if appropriate, to seek measures which might be proposed to Member countries for the adjustment of their policies in this field.
