THE COUNCIL

HAVING REGARD to Article 5(b) of the Convention on the Organisation for Economic Co-operation and Development of 14th December 1960;

HAVING REGARD to the Resolution of the Committee for Agriculture, meeting at Ministerial level on 20th November 1962 [Doc. No. AGR(62)67];

I.            RECOMMENDS the Governments of Member countries to formulate, either by themselves or as groupings of countries, their agricultural policies in the light of international trade responsibilities as well as domestic considerations, adopting solutions to domestic agricultural problems which do not jeopardise trade in agricultural products.

II.           INSTRUCTS:

1.            the Committee for Agriculture to develop principles for long term agricultural policies, taking account of both economic and social aspects of these policies, and for this purpose to consult with the other competent Committees of the Organisation;

2.            the Committee for Agriculture and the Development Assistance Committee, in close contact one with the other, to give fuller attention to food aid with the object of achieving better co-ordination as between different food aid programmes (both bilateral and multilateral) and other aid programmes, and also as between food aid and development plans of receiving countries.

III.          REQUESTS Member countries to keep the Organisation informed of their food aid programmes and their contributions to multilateral programmes.

IV.          NOTES the measures taken by the Committee for Agriculture for the pursuit of its work.

In adopting this Recommendation, the Council TOOK NOTE of the statement by Mr. KRISTENSEN who draws the attention to the fact that this is a very far-reaching Recommendation.
